And if you have extended health care insurance through your employer, you
get a lot of stuff reimbursed, or at least part of it.

Joe, I've got a book around here somewhere that discusses how culture affects
medicine. It examines the French, German, British and American medical
communities and how the differences between each arise out of their respective
cultures. Stowene' has got me cleaning the house this week, so maybe I can find
it and give you the author's name and the book's title. It's a quick read and I
think you'd enjoy it. Anyway, I'd argue that the American technological
imperative when it comes to diagnoses and treatment

I would imagine they'll wind up with something resembling the German and
Austrian systems rather than anything like what we have here in the States.

To answer the second question first, if it is an expenditure tax than
those who spend more pay more tax. It does not have to be progressive
because if you earn a lot you either will save it, which is to be
encouraged or you will spend it, in which case the state gets its
percentage cut. As far as collection is concerned the big income
earners can and do shape their affairs that they lower their taxable
income. Sure, the small transactions can escape the net but in terms
of tax they are not worth much while the large transactions which will
net a lot of tax dollars are cought, something that I consider fairer.
I am no tax expert so can not go into the finer points of it.

Dear Readers:

   Unless you are Republican, you probably agree with Senator Ted Kennedy, that
the U.S. should have a health care system like that of Canada.
   If you are rich, have shares of insurance and pharmaceutical companies,
hospitals, etc., and believe to be healthy at this moment, then you would
probably favor the monopol-capitalistic private health care system of the U.S.
   Also, if you are a lawyer, as someone said, suing doctors for a living. I've
read somewhere that one third of the world's lawyers are in the United States.
   Speaking of personal experience:
   I've had a hearth attack in Salt Lake City. I've spent 7 days in the Latter-
Day Saints Hospital, receiving only medication and was charged US$8,500.
This was paid by my British Columbian M.S.P. insurance. Subsequently, I went
into the Vancouver General Hospital for angiocardography. They found that my
hearth arteries were blocked and operated on me the next day. No waiting. I
had a quadruple by-pass operation. It didn't cost me a penny. As I am
self-employed, I pay an insurance fee of Cdn$32.00 per month to the B.C.
Medical Service Plan. This fee is the same for everyone, regardless of
health risks, and the insurance can not be refused.
   Another example:
   One day my wife fainted in our living room. While I attended her, my daughte
r
called 911. Within 5 minutes, we had 8 people in our living room: 4 paramedics
from the local Fire Department with first aid kits and oxigen bottles, 2 police
-
men and 2 ambulance drivers. Within 10 minutes, we were in the emergency
room of the local hospital. Again, it didn't cost us a penny. As I
understand, this kind of service is also available in Seattle, but I don't
know at what cost. Perhaps it is available in some other American cities,
too. I don't know.
   I should mention here, that this health care system was fought for by the
New Democratic Party (a socialist party now in power in B.C.), and no
federal governments of any stripes dare to change it.
   I think the conclusion is self evident. Hungary should have a Canadian style
health care system. Period.
