Intro:  The European Commission in Brussels, the European Union's
executive body, has unveiled a blue-print to help prepare six
Eastern European countries for eventual membership of the union.
John Fraser reports from Brussels.

Text:  During president Clinton's visits to Europe this year, he
has pledged his support to the further enlargement of the
European Union, to bring in the countries of Central and Eastern
Europe and eventually even Russia itself.

There are currently six Eastern European countries which are in
the fast-lane for membership of the European Union.  These are
Poland, Hungary, the Czech and Slovak Republics, Bulgaria and
Romania.  It is likely that all six will join the European Union
within the next ten years.  And possible some may be ready to
join before the turn of this century.

European Union officials have now drawn up a strategy for helping
the six applicants to become successful members of the E-U.  This
will be discussed by European Union leaders at their next summit
meeting in Essen in Germany in December.

The aim of the exercise is to bring a convergence of policies
between the European Union countries and the six applicants, to
prepare the six for membership.  Among the ideas are a
ministerial dialogue between the two sides, there would also need
to be help with setting up a legal framework in the Central and
Eastern European states, which would enable them to meet the
obligations of membership of the European Union.  There will have
to be a focus on developing free-trade relations and in preparing
the economies of the six states for membership of the E-U.

There is a lot of work to be done but it needs to be done if the
European Union is to expand to the East.  (Signed)
